Why is there a need to diferentiate popular music from folk music?

From the way I understand it, yesterday's popular music is today's
folk music.

If musicologists were around when Chinese traditional music was new
for example, wouldn't they have classified it as popular music?
Wouldn't the even older traditions be the "folk" music?
